CORU Publishes First “State of the Register” Report

We have published our first State of the Register report, which gives a clear and detailed picture of Ireland’s health and social care workforce. This report brings together the full demographic breakdown of the 32,332 professionals who, by 30 June this year, were registered with us across twelve regulated professions.

As Ireland’s multi-profession health and social care regulator, we protect the public by regulating a wide range of key roles, including physiotherapy, social work, occupational therapy and radiography. When a professional is registered with CORU, it means they have met all required standards of education, training and professional conduct. This gives the public confidence that the care they receive is safe, ethical and of high quality.

The report covers the period from 1 January to 30 June 2025. By the end of June, the number of professionals registered with us reached 32,332, representing a 7% increase over the past year.

Physiotherapists make up our largest register, with 6,676 registrants, representing just over 20% of all CORU registrants. This is followed by Social Workers with 5,757 registrants and Occupational Therapists with 3,900. Together, these three professions represent more than half of Ireland’s CORU-regulated workforce.

The transition period to statutory regulation for Social Care Workers concludes this month. As a result, Social Care Workers accounted for 51% of all new registrants in the first half of the year, a trend that has increased as the deadline approaches.

Diversity of Workforce

The report highlights that 80% of our registrants are female, which reflects the long-standing predominance of women working in many areas of health and social care.

Our registers also reflect the continued internationalisation of Ireland’s health and social care sector. As of June 2025, 4,785 registrants from 99 countries were recorded, making up 15% of the total workforce.

The most common nationalities among international registrants include the United Kingdom with 886 registrants, Nigeria with 632, India with 593 and the Philippines with 560.

The Minister for Health, Jennifer Carroll MacNeill TD, said about the publication: “This report offers valuable data about who provides health and social care in Ireland. It will help my Department and our health and social care services plan for workforce needs, respond to change and continue to evolve to meet the needs of the public. It will also mean that when a patient is engaging with services and they see that someone is CORU registered, they can be confident that that person has met the required standards of education, training and professional conduct. I am grateful to CORU for their continued engagement and for their work in ensuring that health and social care professionals are supported by the regulator to provide patients with safe, high-quality care."
